The City of Shoreline's Youth and Teen Development Programs, based at the Shoreline Teen Center inside Richmond Highlands Recreation Center just south of Shorewood High School. The Teen Center is a free drop-in space for middle schoolers through age 18, open weekday afternoons from 2:30 p.m. during the school year, with earlier 1:00 p.m. opening on Shoreline School District early-release Wednesdays, Friday late nights until 9:00 p.m. and Saturday late nights for middle and high schoolers until 10:30 p.m. During the school year a licensed mental health therapist offers free drop-in counselling at the centre on weekday afternoons; that support is not available over the summer, when the centre also drops to a Thursday-to-Saturday schedule. The department additionally runs Hang Time, a pre-registered after-school programme at Kellogg and Einstein middle schools with art, board and card games, video games, sports, engineering challenges and a daily snack, with participants eligible for the 4:45 p.m. activity bus home.
The one review that clearly comes from a teen participant calls it an amazing spot with free hot food, hygiene products and plenty of activities. Others describe a large, well-kept multipurpose facility with attentive on-site staff, and a long-time neighbour says it has steadily improved over roughly thirty years.
The rating reflects the whole Richmond Highlands building, not the teen drop-in programme: several reviews are from people who rented the hall and kitchen for family birthday parties, and another is about the separate Specialized Recreation field trips. There is very little published feedback on the Teen Center or Hang Time themselves.
